The Basics…
ALERT LEVEL 1
Possibility of an Emergency Event
·
Start thinking about what could happen and what you will need.
·
Make sure all emergency contact information is up to date.
·
Review department emergency plan.
·
Notify employees of possible emergency duty.
ALERT LEVEL 2
Warning of a Probable Event
·
Begin preparation for impending emergency.
·
Assess resources and begin “staging” as necessary.
·
Employees should make contingency plans to arrive at work.
ALERT LEVEL 3
Emergency Event Has or Will Occur
·
Emergency Operations Center may be established.
·
Implement your department’s emergency plans.
·
Can require partial mobilization of some or all City Departments.
ALERT LEVEL 4
Major Emergency Event Has Occurred
·
Emergency Operations Center will be established.
·
Can require mobilization of all personnel.
City of North Little Rock Alert Levels
The Details…
Level 1 Alert
– Warning of the possibility of an event requiring additional resources.
Level 1 Alerts
will be declared when there is knowledge of an event that may require
additional resources but the need is not definitive.
Placing the City or selected Departments on level 1 Alert warns of a
possible need to: 1) hold over and/or redistribute on-duty personnel and
2) mobilize additional personnel
Level 1 Alerts
are only advisories and no changes in normal operating procedure takes
place.
a.
Upon being notified that your Department has been placed on Level 1 Alert,
The on-duty supervisors shall ensure their personnel are aware of the
alert and the appropriate associated information.
b.
All affected supervisors should review their EOP and any specific duties
they may have in a mobilization whenever a level 1 Alert is placed into
effect.
Level 2 Alert
– Requires preparation for and warns of the probability of an event
requiring limited mobilization of resources.
Level 2 Alerts
will be declared when there is knowledge of an event that will probably
require additional resources beyond a level 1 Alert.
Placing a Department(s) or the entire city on level 2 Alert warns of a
possible need to: 1) hold over and redistribute on duty personnel, 2)
mobilize additional personnel up to and including a general mobilization
of all personnel.
Level 2 alerts are only advisories and only minimal changes in normal
operating procedure takes place
a.
Upon being notified that your Department has been placed on Level 2 Alert,
department heads, supervisors, and team leaders will ensure their
personnel are aware of the alert and given the appropriate associated
information.
b.
All supervisors should review their department emergency plans and any
specific duties they may have in a mobilization whenever a level 2 Alert
is placed into effect.
c.
Department Heads shall ensure an up to date list of all working vehicles,
major equipment, and available personnel is forwarded to the EOC.
d.
Department Heads shall ensure all vehicles and assigned equipment are in
working order and fully fueled.
Level 3 Alert
– Limited Mobilization of resources for small scale event and requires
changes in normal operating procedures.
Level 3 Alerts
shall be declared when there is:
a.
Knowledge of an upcoming event requiring the holdover and/or
redistribution of on duty personnel and may require a limited number of
off duty personnel, or
b.
An unplanned event that requires holdover and/or redistribution of on duty
personnel and may require a limited number of off duty personnel
c.
Prior to or during incidents beyond the ability of on-duty personnel to
handle that requires coordination between three or more city departments
and
d.
A need for Department heads or their designees with decision making
authority to work together in a unified manner and
e.
A situation that requires activating the EOC
Placing Departments on a level 3 Alert warns of the need to: 1) Hold over
and/or redistribute on duty personnel, 2) Activate some or all of the
special operations team personnel and 3) the possible need to mobilize
additional personnel up to and including a general mobilization of all
personnel.
Level 3 alerts require the following changes in normal operating
procedures for those departments named in the alert:
a.
Upon being notified that your Department has been placed on Level 3 Alert,
department heads, supervisors, team leaders will ensure all of their
personnel are aware of the alert and those mobilized informed of where and
when to report.
b.
All supervisors should review their department emergency plans and any
specific duties they may have in a mobilization whenever a level 3 Alert
is placed into effect.
c.
Department Heads shall forward an up-to-date list of all working vehicles,
equipment, and available personnel to the EOC.
d.
Department Heads ensure all vehicles and assigned equipment are in working
order and fully fueled.
Level 4 Mobilization
–
requires changes in normal operating procedures
Level 4 Alerts
shall be declared when there is:
a.
Knowledge of an upcoming event requiring the holdover and/or
redistribution of on duty personnel and will require coordination between
most or all city departments or
b.
An unplanned event that requires holdover and/or redistribution of on duty
personnel and
c.
Requires coordination between three or more city departments and
d.
A need for Department heads or their designees with decision making
authority to work together in a unified city command and
e.
A need to activate the EOC and
possibly require a general mobilization of all personnel
f.
The need to
schedule personnel for 24 hour coverage which may require 12 hour or other
varied shift lengths.
Level 4 mobilizations require the following changes in normal operating
procedures for those departments named in the alert:
a.
Upon being notified that your Department has been placed on Level 4 Alert,
department heads, supervisors, and team leaders will ensure all of their
personnel are aware of the alert and informed of where to report.
b.
Department Heads shall forward an up to date list of all working vehicles,
equipment, and available personnel to the EOC.
c.
Department Heads shall ensure all vehicles and associated equipment is in
working order and fully fueled.
d.
Department Heads shall have pre-prepared plans to switch your personnel to
24 hour coverage and 12 hour shifts if necessary
Note:
Alert Notifications may place different city departments on different
levels of alert based on the known or expected needs to resolve the event
in as safe and efficient manner as possible. Therefore, an alert
notification may place the street Department on a level 4 Alert and the
Police and Fire Departments on a level 2 Alert for a winter storm forecast
of a high probability of ice accumulation.
